If you plan to explore the city centre of Brussels, your best option is probably to walk. If the weather is nice, you can also hire a bike. The city has a good public transportation system with buses, trams, the metro and trains. Brussels Midi train station connects Belgium to neighbouring countries. If you fly to Zaventem airport, there are trains every 10 minutes to the central station of Brussels.
